Effective January 1, 1994, all buildings equipped with sprinkler and/or fire alarm detection systems connected to a central station shall have a secure key box installed on the exterior of the premises in a location accessible to the Fire Department in the case of an emergency. The key box shall contain master keys necessary to gain access to all portions of the premises, including but not limited to keys for entry to the premises, keys to all locked points of egress, keys to locked mechanical equipment rooms, keys to locked electrical rooms and keys to elevator controls. All keys placed in the box shall be of a type approved by the Chief of the Fire Department and must be obtained through the Fire Department. The box shall be located and installed only in a manner approved by the Chief of the Fire Department. Promptly upon the installation of the key box, the owner of the building shall notify the Fire Department of the exact location of the box and turn over the box key to the Fire Department. Only the Fire Department shall have access to the box. Neither the building owner, the owner’s employees, agents or representatives or any other entity or organization, including police or other emergency response agencies, shall have access to the box. It shall be the owner’s responsibility to insure that all of the keys in the box work and the owner shall provide the Fire Department with a new key any time a lock opened by a key contained in the key box is changed or rekeyed.
